Building on Lessons (Yet) Learned: Exploring the NZ Aid Programme’s Approach to Infrastructure in the Pacific (pdf) by Morgan Hanks.

This paper examines lessons learned from past aid-funded infrastructure work and discusses them with respect to the New Zealand Aid Programme’s increased focus on infrastructure. Can we learn from past mistakes or will we only end up repeating them yet again?

Is the New Zealand government’s aid programme getting bigger or smaller? Are we moving any closer to meeting the international target of donating 0.7 percent of our GNI as official development assistance.
